no change in polarity, no change in voltage but sometimes, it only runs for a second then goes to 0v and other times it stays at 12v but when a motor is plugged in, somethings it goes then stops after a second and sometimes it just randomly changes speed but no change or direction

Most likely you have a faulty shield then.
